Governance and Administration
BWI is governed by a seventeen-member Board of Governors. The President of the Republic of Liberia serves as the Chairperson Ex-Officio while the Minister of Education serves as Member Ex-Officio. The Principal of BWI serves as the Chief Executive Officer and Secretary to the Board of Governors. Nine of the members are permanent members while the President of Liberia appoints eight for a period of four years. Members of the Board elect their leadership through a democratic process every four years.
The Board of Governors provides policy guidance to the BWI Administration, reviews and approves annual budgets and intervenes in matters associated with management and operation of the institution. It has the authority to recommend to the President of Liberia the removal and replacement of the Principal for a just cause.
Key administrative staff include Vice Principal for Instruction, Vice Principal for Administration, Business Manager, Dean of Student Services, Director of Admission and Director of Industrial Relations & Job Placement.
Mission:
BWI mission is to produce a new generation of ethical and entrepreneurial technocrats, managers and leaders through participatory hands-on approach to human resource development.
Objectives:
Develop the infrastructure BWI intends to rehabilitate existing infrastructures devastated by conflict and to construct a modern science and technology building intended to increase access to vocational technical education and to improve the general learning environment and quality of training.
Programs
Rehabilitation of existing infrastructure Construction of a new Science & Technology Building The needs are for assorted construction materials, furnisher, laboratory equipment and materials. Construction of a multi-purpose facility for recreation and programs Strengthen the curriculum Emerging technologies demand the review of existing curriculum content and materials so as to make graduates competitive and to cope with technical and ethical realities in workplaces.
Programs:
Expand and strengthen the Computer Literacy Program BWI needs additional computers and printers including accessories and tools in order to increase youths' access to computer knowledge including service and repair. Increase access to internet service BWI needs computers and to increase the bandwidth of existing facility to be able to host minimum 60 computers spread over the main computer lab., learning resource center/library and key staff offices. Internship intensification and follow-up The needs are logistics such as vehicles and communication equipment to be able to follow-up on placement requests and performances of interns. Curriculum improvement - BWI will collaborate with partners in progress to review the existing curriculum including curriculum materials such as technical textbooks, laboratory equipment, etc.
Improve the quality of staff Administrative, support and instructional staff bear primary responsibility for the adoption emerging technologies and the evolutions in knowledge. Unfortunately, many of the staff have aged and knowledge virtually obsolete. Training and retraining offers the best possible solution for improving the general quality of staff.
Programs:
BWI needs collaborative efforts and various forms of support to train potential staff members who will eventually assume the leadership and management responsibilities of the institution in the near future The retraining of existing staff with strength and capacity to acquire and translate new skills to learners.
Reduce BWI running cost by at least 15 - 20 percent Generator operation constitutes 15 20 percent of BWI running cost which is spent on fuel and maintenance. An alternative power source is to construct a mini hydro plant on Du River running alongside BWI campus.
With over 500 acres of arable land, BWI agricultural output remains low due to inadequate inputs to increase agricultural productivity as a source of income. Requires resources include mechanical equipment for land preparation, cultivating tools, improved seeds, etc.

Increase the 12 heads of stock cattle by 200% Increase the acreage of rubber plantation from 108 to minimum 200 acres
